Was Vehicle Towed: - Description of the Complaints: My 7 1/2 year old son got into the back side passenger seat of my mother's honda civic, (we were visiting them from out of town)-- i was driving, and my mother was in the front passenger seat. i had assumed my son was buckled in (he always is able to do so without any problems, and has done so for a long time now), and we had gone down the road for a couple of minutes, and i looked back at him and the seat belt was not buckled, but the length of it had looped around his neck somehow, and was tight around his neck. he said "i can't breathe," and his face was red. i immediately stopped, jumped out and ran around the back to try to dislodge him, but could not pull the strap at all from where it goes back into the top of the seat area above his head--it had locked in the ratcheting mechanism and would not release and in fact, as i pulled on it, it seemed to only get tighter. i yelled to my mother who was in the front seat-- she realized what was going on, and she grabbed a large pair of scissors (miraculously, she keeps them in her car. . .) and we were able to cut the belt and get my son released. had she not been there, and had she not kept the scissors in the car, (i never would have known she kept scissors), well, i cannot even deal with such an unthinkable possibility. it would have been tragic, whatever the particular outcome. *jb
